Allows local producers of biogas (a clean, renewable natural gas), whether landfills or small farmers, to sell it to utilities in the state, as long as it is demonstrably clean, pure, and safe. Prevents utilities from having to raise rates by allowing them to use this cleaner, locally produced fuel to generate electricity.
